U.S. Department of Transportation, Senior International Transportation Specialist within the Office of the Secretary, Washington, D.C.

Nicole Porter is a senior international transportation specialist at the U.S. Department of Transportation’s Office of the Secretary (OST), which oversees the formulation of national transportation policy and promotes intermodal transportation. At the OST, Porter works to achieve the administration's objectives of promoting better global transportation efficiency. She supports the implementation of departmental cooperation and exchanges with the People's Republic of China through her extensive involvement with the creation of the U.S.-China Transportation Forum (TF). The TF was created to establish high-level multimodal transportation dialog to address common transportation challenges and to discuss and develop productive solutions between the United States and China.

Additionally, through direct government-to-government contacts, and in coordination with U.S. business and the U.S. Commerce Department’s Advocacy Center, she spearheads the department’s efforts to level the playing field for the broad spectrum of U.S. businesses seeking to export their transport-related goods and services in the international market. Porter began her tenure with the U.S. Department of Transportation as a Presidential Management Fellow in 2003. She earned her bachelor’s degree in political science from the University of Houston, and a juris doctorate from Texas Southern University's Thurgood Marshall School of Law in Houston.
